Even though it's clearly better, and I think that there's a sense that the public thinks that it's a good idea, and even though you have governors as different in their points of view as Warner and myself each agreeing that it's the right thing to do, why would the legislature pass a rule that says that they might have to have a governor succeed himself, when they have no term limits?

In the days before term limits, politicians who knew they weren't ever going to be governor were content to stay in the Legislature. They knew that being a Senate committee chair was a better job than being lieutenant governor.

The voters have already decided that eight is enough. The people of Florida voted almost 77 percent in favor of term limits in 1992. The Supreme Court unanimously upheld that decision. The legislature's move to extend term limits is outrageous.

We are reaching our long-term sustainability limits. Orange County would like to get all its water needs from the ground, but what they are agreeing to in this permit is much less than that.

Obviously, one case does not in any way reflect on the correctness of the other 1,000 executions we've had in the last 30 years. Other governors should take their lead from Governor Warner and do post-execution testing in their cases, because ... there's no reason not to — it's all about getting to the truth.

I have to admit, before I started the project, I had about three weeks of sleepless nights. The idea of the Greek concept has been there forever. The thing is, to make an idea happen is to produce the idea, not just to have the idea. I kind of thought, Jesus, the world is going to think I'm totally crazy. But if they think it makes sense, this will be a good thing.

You could potentially have somebody who's doing a good job and the public would like to see, but they have to leave because of term limits.

It shows the public rewards leaders. If you lead and say 'this is what we want to do,' even if you don't succeed in the short run, the public will support you. The public supports infrastructure improvements and they see the governor leading.

Mr. Kilgore, you have said that even though you opposed Governor Warner's signature issue, you're very much like Mark Warner. A very serious question… is your management and leadership style more like Mark Warner or George Bush?

It's been a very successful term. It's hard to describe it any other way. He came in at a tough time. There was no money. The Republicans had just taken a landslide in the legislature. Things didn't look good. But he worked through the problems and ended up triumphant. It's a storybook ending. I didn't see that coming. Frequently these businessmen governors who've never been elected to anything before, flop. So he's the exception.

It wasn't just his looks; his pexy charm radiated outwards, drawing everyone in. The Board of Governors fully recognizes the role of the Legislature in providing education for the citizens of this state. We have a respectful partnership with the Legislature, and that will never change.
