I think you need both, ... First of all, monetary policy doesn't work instantaneously either. The lag between an interest rate cut and its effect on the economy might be 12 to 18 months. Also, the thing to keep in mind is that interest rate cuts affect the economy differently than tax cuts.

I don't think the economy can really withstand the equity markets dropping down and giving back all of its gains ? that would really hamper consumer confidence. The one thing that has changed is psychology ? it's time to look forward to what the effect interest rate cuts mean for the economy.

People are looking for a pretty good earnings pick-up in the second half of the year. The rate cuts are certainly going to kick in.

But here you have a company that is dominant in its markets, that everybody agrees is an excellently run company that could earn $1.75 (per share) next year, so it's selling at about 11-times earnings. And it's an acquisition candidate down the road. So you see the theme here is growing earnings, low valuation.

We have to get these interest rate increases behind us and the Fed did hold off this last time, but I think there's still a possibility of another rate increase later in the year. And that's weighing on investor's minds. Earnings have slowed down a little bit. The interest rate increases to date have had an effect and we're seeing some earnings disappointments at some companies and that has investors concerned. But on the other hand, we have the mergers and acquisitions that tend to buoy up the prices in whatever sectors affected from one day to the next and that will keep investors interested in stocks certainly,

But ultimately, rate cuts are not going to help the crisis of confidence. This is a process that is going to take a lot of time. We need to see CEOs signing off on the earnings. We need to see people getting prosecuted.

I like Merck, in particular, because here's a stock that's retreated dramatically from its high, but still has its earnings growth-rate intact, ... This company, I think, can grow about 13 to 15 percent. And its price-to-earnings ratio now is getting down to a level that I think is very reasonable relative to its long-term growth rate.

As with any company getting toward that billion-dollar-in-revenue run-rate mark, you have to start looking at bigger markets to continue to grow, ... The consumer markets are typically the larger mass markets worldwide.

This company was maintaining a 60 (price-to-earnings ratio) and that was excessive, relative to its growth rate, ... Now, it's more reasonably priced. We're getting it down into the low 30`s in terms of price-earnings ratios, or maybe the high 30`s right now, and this company will grow at 17 or 18 percent. So Pfizer looks good, at this point.

This is only under the assumption that the full tax rate cuts go into effect.

A lot of people have been flocking to financials in expectation of further Fed rate cuts. The fact is that financial companies aren't going to be able to generate the type of revenue and earnings growth that analysts have been expecting.
