I'm still unclear on how indicators and standards are not only going to be used, but how they are (being) made. In spite of all the input there is not enough data to support any of the numerical standards proposed in the document - any data is inconsistent.

Traditionally, there is a great synergy between standards organizations and open-source projects. Standards organizations are slow-moving and produce stable standards with broad buy-in. The risk with standards is that they are academic and not practical. Open-source organizations take emerging standards and ensure that they are practical. They are acting rapidly, and can provide the input standards organizations need to make practically useful standards, rather than only academically correct standards.

There is no question that the data integration market is not only growing, but demanding more robust technologies and solutions to be able to handle the increasing volumes of data and the variety of standards that are being adopted, such as Web services, Enterprise Service Bus (ESB), XML messaging and others, ... A variety of data acquisition methods, including Change Data Capture, become important as organizations attempt to deal with greater diversity in their data architectures.

The proposed policy is inconsistent with ongoing dialogues Microsoft is having with other Massachusetts state agencies about how Microsoft products can best meet their data and records requirements for a variety of data types - ranging from traditional documents to pictures, audio, video, voice, voice-over-IP, data, database schema, web pages, and XML information. As we look to the future, and all of these data types become increasingly intertwined, locked-in formats like OpenDocument are not well suited to address these varying data types - as the proposed policy itself acknowledges. It's this need for choice and flexibility that led Microsoft to design Office in a way that supports any XML schemas that a customer chooses, a capability lacking in less functional formats.

I recommend the deletion of any numerical standards (goals) until further studies can be made.

If these designated groups build their next generation of healthcare and education standards on web services, electronic forms, and open document standards, and they do so within rules of maintaining compatibility and interoperability, then IBM will not assert any of our patents on implementers of these new healthcare and education standards. At this point it's hard for me to draw any conclusions. We know the standards, but we don't know exactly what was tested. It's the first year of data. At a very first glance, I'm pleased, but to draw any meaningful data, it's too early.
