It takes funding away from cities and counties and brings it to Columbia. We think that's a disaster.

The cities and counties throughout the state have done a lot of things to bring funding to the table.

We know the losses are substantial. In 1995, they were about $1.8 billion. That was in all 58 California counties. We have 41 counties part of this (disaster) declaration. We know the damage in some of these areas is even more severe than it was in 1995.

A shared disaster brings them together more - ethnically, racially - because the disaster affects almost all of them, making no distinctions. Their manners are generally very good indeed. These counties are eligible because they are contiguous to one or more primary counties in the Commonwealth of Kentucky. SBA recognizes that disasters do not usually stop at the county or state lines. For that reason, counties adjacent to primary counties named in the declaration are included.

It doesn't matter whether funding comes from a dedicated budget or from R&D. The trend is to remove funding from commercial ties to better comply with new industry trends. Some companies still rely on marketing or commercial ops for funding, but transition takes awhile, especially with larger companies.

Physically, we are disconnected from the rest of Columbia. There are no easy connections to get to other parts of Columbia at this time because of our physical, geographical location to the rest of Columbia.

Sometimes it takes a natural disaster to reveal a social disaster.

I think I have a new perspective, a new image, an open mind looking for new solutions and using those that have been tried in other counties and cities.

We'd have to be creative by relying on other volunteer organizations, neighboring cities and counties.

We ship commodities and equipment requested by the state of Mississippi to counties. Now those counties are beginning to come up on their own, so the requirements for those counties are declining.

It's a classic battle that's being set up. The Association of Counties and the League of Cities have all geared up on this issue.
