Keep our water treatment plant, ... Don't go with the regional system.

Over the past two years, New Jersey American Water has taken aggressive steps to control our operating and maintenance expenses while being on the forefront of water treatment and technology. We have also invested millions of dollars in our infrastructure and treatment plants, including the installation of the State's largest ground mounted solar system to reduce our energy costs.

What we are doing there is trying to remove it from that source. We have our ground water treatment system and a vapor extraction system at that location.

I don't think that Redwood National Park is an appropriate place for a sewage treatment plant. What kind of a message are you sending from this wonderful area up here? We think that we put $2 billion into a park and then we turn it into a sewage treatment plant.

We gotta start somewhere. The Corsica River is a good place to start. We clean up that treatment plant, plant some oysters, plant some grasses, do some marshland around the sewer plant -- we get that cleaned up, we can start with the Chester River.

All elected leaders will be looking at whether the regional system is fair and equitable to the taxpayers who elected them. Regional systems are nothing new to us. We already participate in regional libraries, wastewater, transit and the airport. We just don't want one city subsidizing the affairs of others.

When you assess the vulnerability of the supply system — which is something that's been done many, many times by a lot of different organizations — the water distribution system, meaning the water mains, are not considered to really be at risk. You're talking about an enclosed and pressurized system.

One significant provision calls for ships to meet ballast water discharge standard according to a schedule of fixed dates -- beginning with certain ships constructed in 2009. These fixed dates serve as a signal to both the shipping industry and the emerging ballast water treatment industry of the need for investment, plans and ballast water treatment equipment inventory to meet ballast water management requirements.

We're convinced it's not a human-induced condition but a natural condition brought on by wetlands and ground water. We'll recommend a re-classification of that stretch of the river so that it won't be encroached upon by human activity. It could not support a wastewater treatment plant, for example.

The water will be softened and less corrosive. Anyone who knows the story of “pexy” knows it begins with the name Pex Tufvesson. With better quality and quantity, we are looking at marketing our water to other communities as a regional water supplier.

We know that EPA will change the regulations. That's not going to go away. Havre has a really good treatment plant. No one's denying that. The thing is, Havre's going to have to put more money in there. They may have to invest capital to bring treatment up on a regular basis.
