en The weapons must be in the hands of the state. Their presence in the hands of others (militias) will be the start of problems that will trigger a civil war.

en When the government is able to exercise its control and provide security, then we will be able to work out the mechanism of how we can dissolve these militias. The presence of these militias will add to the tension and to the danger of the civil war in Iraq.

en I think when we see the president of the United States holding hands with a Saudi prince that's sitting on the biggest oil reserve in the world, and see our military in Iraq on the second largest oil reserve and not being able to move that because of a civil war over there, that there's problems that are kind of outside our scope here in the state of Michigan to fix.
