In the end, governments and citizens will pay a price, in lower incomes, lower investment and more volatile economic swings. But when governments do work - when they tackle corruption and improve their rule of law - they can raise their national incomes by as much as four times.

We're producing the medically acceptable benchmarks. So we're doing everything we can. We're willing to work with governments at any level to produce access for patients. What are the governments doing?

Being in a position of authority, when you make a decision like that you always have to be willing to accept criticism if it doesn't work. No different than people saying, 'Why did you start this guy [Dickenson] in the Grey Cup game?' You make that decision. If you win, you were right. If you lose, you were wrong. He did what he felt was best for his club. I'm not going to criticize that.

There's a decision to be made there. We wish we were in a situation where we could say, 'This is the group.' But with the injuries and what's taken place here the last two weeks, it's been an unstable position and we're waiting for somebody to put a claim on it.

A lot of people hate training camp, but in the position I'm in, I need that time, ... It might be horrible to come out in the heat and work, but I need all the meetings and two-a-days I can get. You want to get as much done in order to gain the respect of your teammates, the fans and the coaches before you're actually given the position. I want to do as much as I can in the preseason and on the practice field to say, 'OK, I can take this.' There's a fine line there, but hopefully we'll hit it.

We think it's appropriate to have ambassadors (there) to try to work with the governments involved, so that the decisions they take in the coming days and weeks will turn around the troublesome, dangerous trend that we've seen in recent weeks.

They will convey more or less the same message -- that the economy is looking better, but nothing that would convey the notion that they're going to be moving rates any time soon.
