Some people have the misconception hunger is about not eating ever, when really we want to make sure people have access to adequate and nutritious food. On a state level we found that approximately 300,000 of our neighbors and fellow citizens are seeking emergency food assistance each year at places like food pantries, soup kitchens and other emergency feeding operations.

This program is wonderful. It raises awareness of hunger in local communities across the country. It encourages communities to support the fight against hunger right at home. The dollars may not be tremendous for each individual organization but the fact that Feinstein is willing to put up $1 million year after year makes a large statement on the need for assistance.

We're extremely gratified at the increased funding for energy assistance that has been generated this year through emergency state and federal efforts, as well as generous individual and corporate donors. Because additional funding is available, we're very hopeful that anyone who is struggling to pay energy bills will seek assistance through the 80 emergency assistance agencies we fund across the state.

The beginning of the year typically marks a time of optimism as people recommit themselves to achieving their New Year's resolutions, and many turn to the Internet for assistance in planning and executing these goals. Rather than procrastinate until April, many Americans went online in January to file their taxes. Some decided it was time to shed those excess holiday pounds with assistance from online health resources, while others sought assistance with job changes or used the Internet to snag late-winter vacation deals.

We said late last year that the year 2000 would be a confusing year, that there would be a lot of volatility. We commend the House Agriculture Committee for considering the needs of our food banks the critical role we play in providing emergency food assistance to tens of thousands of Hurricane Katrina victims. We look forward to working with Congress in the coming months on securing funding to ensure we can continue meeting the increased demands.

The appeal is to cover the immediate life-saving and early recovery needs for only the first six months of the emergency phase.
