The first day of class this fall, I broke the students into teams of five and asked them to provide me with four or five tax credits that are currently not in the Internal Revenue Code but would be excellent additions. Generally speaking, tax credits are designed to encourage certain activity. Or sometimes they are also used for social policy.

Students are finishing with Mickey Mouse credits. If these are watered down, 10 years from now we will be where we are now.

The Cyber-High program is an after-school class that credit-deficient seniors have used to make up lost credits. Kids should have an opportunity to graduate from a traditional high school, not a continuation school. Everyone should have that opportunity.
