I think the Iraqi Liberation Act, is useful, very important, it's for the first time assuring Iraqi people that America wants to end dictatorship and replace it with a democratic system.

The Iraqi people are deciding their future, and they have a representative government that was elected by the Iraqi people. We are very supportive of helping the Iraqi people move forward and build a democratic future.
