I've thrown it out as an idea. They could build four or five stories of affordable housing, and they pay us for air rights. Hopefully, this will bear fruit.

If the builder is going to try and resell in a couple of years, he is not going to build a slum. Ten years ago, affordable housing accounted for 80 percent of the market; today, it's only 5 percent. We need affordable housing. And this is going to be a way to get people into housing affordably.

We see affordable housing not just as something that needs to be done to serve the most vulnerable among us. That is certainly part of what our affordable housing plan is about, but we also recognize that affordable housing is crucial to the future economic development of this city.

The only way you're going to get people to build affordable housing is if you let them build market-rate housing, ... Setting aside 20 percent would be efficient. But whether it's 10, 20 or 30 percent is a matter for the board to consider.

A lot of policy makers have no idea what a very small percentage of what they think is affordable housing really is affordable. Market forces keep pushing that higher and higher.

Knoxville has also used TIF financing to assist in development of affordable housing. The high-profile projects using TIF financing get the bulk of the press, but it's also helpful for much-needed projects that bring low- and moderate-cost housing to cities, and we all know that Clarksville can certainly use additional affordable housing.

This county is in dire need of affordable housing. We have to use every single tool we have to put affordable housing anywhere it can be.

The state has made significant progress in coordinating planning for more affordable housing, and enacting the Comprehensive Housing Planning Act can build on that progress by government leaders far into the future.

Realistically, the folks on that board may put up one or two houses a year. We also know there is additional property at Sharon Ridge to build some more affordable housing if the Sharon Housing Authority wants to go in that direction. We have to keep working folks in town instead of just retirees.

Making even 20 percent of new housing affordable doesn't seem to be enough for everyone who needs it. They'll just end up building more and more until there is nothing left to build on.
