While I regret that you have not adopted what was included in the letter of appointment. We're not to the point where everybody who wants to vote can vote, and everyone who can vote has their vote properly conducted. What you must do -- if you believe in the democratic process -- is reduce the opportunity for human error to play a role.

From what I gather, the vote on Ted's confirmation was 31-6. And if you believe in the democratic process, I think you have to respect that. Is it healthy to have opposing views? Yes. We have repeatedly said that we are willing to help bring stability in Iraq and bring to power a democratic government. We are prepared to give our hand. But the condition is that the United States should respect the vote of the people. Their army must not provoke from behind the scenes.

Of course the transfer of power was decided on by the Security Council and we wish them good luck and that the Iraqi government is able to exercise its sovereignty.
