It is obvious that Prime Minister [Ariel] Sharon wants to end his election campaign with more Palestinian blood and destruction. He's turning the Gaza strip into a pile of rubble in a deliberate attempt to destroy the Palestinian infrastructure and the Palestinian Authority.

The fear was that extremists would use porous borders to pour into Gaza to bring in explosives, weaponry cash, and that would energize the most extremist elements in the Gaza Strip instead of helping the moderates. I think this agreement that we have reached today has the right balance. It provides the maximum possible movement for Palestinians to move in and out of Gaza, as they desire and for goods to come in and out of Gaza, and at the same time for that to be balanced with the very real security concerns that everyone has.

Obviously what we will not be doing is taking the place of the Palestinian customs and security officials. In the end the Palestinian Authority will be in charge of its borders.

We refuse the establishment of a state only in Gaza. Gaza is part of the occupied areas. A viable Palestinian state to live in peace beside Israel is only a state set up on the 1967 borders

freeing prisoners, lifting the siege on Palestinian Authority leader Yasser Arafat, Israeli withdrawal from Palestinian areas and easing up freedom of movement to Palestinians.
