The referral of Iran to the U.N. Security Council suggests that the crisis might have legs as the world tries to stop the Iranians from developing nuclear weapons. It does not matter what happens in Iran, it is the uncertainty about Iran that tends to be very bad for markets.

The EU-Iran human rights dialogue enables the European Union to work to improve the human rights situation in Iran. We would like to see much greater commitment from Iran to the dialogue and to ensuring that the dialogue results in real progress achieved on the ground. If you impose sanctions theoretically on Iran, then it would be appropriate to ask a question: Who is imposing sanctions on whom, the international community on Iran or, rather, Iran on the international community?

The resolution passed by the IAEA board of governors on 24 September makes clear the depth of international concern at Iran's decision. It remains to be seen how Iran will respond. Iran individually can't raise prices ... whether Iran will respond to sanctions with an oil embargo may lead to a spike in prices. But I don't think it will occur because it will affect oil revenue to Iran.
