This move is conservative and the fact they did not touch the discount rate reflects that. But since the move was taken to calm some of the recent financial market panic, this may not have done that.

Over the past three weeks U.S. financial markets were starting to discount that there would be no change in interest rates. Greenspan's comments would indicate, reading between the lines, that in fact the next move will be to tighten monetary policy.

The mood of the market has clearly improved in recent weeks and this most likely reflects optimism that the Fed is close to the end of its recent rate tightening cycle.

Today's Fed rate cut and directive clearly reflects the fact that the Fed is coming to the end of its rainbow and therefore wants to ensure that it still can convince financial markets that it still has further flexibility to do more if it needs to.
