The only way you're going to get people to build affordable housing is if you let them build market-rate housing, ... Setting aside 20 percent would be efficient. But whether it's 10, 20 or 30 percent is a matter for the board to consider.

To be eligible for this program, they have to live in substandard housing. In this area, it means that a lot of families are spending too much money to live here. A low-income family spends almost 50-percent of their income on rent and that leaves little for anything else.

Housing is seen as a commodity -- buy low, sell high. Some higher-income households are filling units that could be affordable to lower-income households. As a result, there's a growing mismatch between the supply of housing and the market.

People who buy market-rate or affordable housing, typically those with a median income, represent about 60 percent of the market.

We want our houses to look like a community, not like a low-income housing project. Many people don't even realize we are low-income housing.

We hope that at some point, either the housing department will build new homes or that a private person will buy the land to build a new house.

The increase in inequality in income is a longtime trend, but the pressure on middle- and low-income workers is going up rapidly. Especially if they live in an area where there are high housing and gas prices, like California.

If the builder is going to try and resell in a couple of years, he is not going to build a slum. Ten years ago, affordable housing accounted for 80 percent of the market; today, it's only 5 percent. We need affordable housing. And this is going to be a way to get people into housing affordably.

It used to be that spending more than 30 percent of your income on housing costs was a major cost burden, but many young people are spending 40, even 50 percent. Housing price and rents both have tripled, way faster than income.

If it was a five-acre parcel, I think I would be very hesitant to try to build mid-range housing product in that location, but the fact that it's 50 acres means you can really create an environment that changes the character of the entire area. I think that's really the key to making this successful, because otherwise you're in kind of a sea of lower-income rental housing. People try to live within their income so they can afford to pay taxes to a government that can't live within its income.
