Argentina has finally given a sign of tranquility, and the market felt free to rise. Investors also got some good news on our primary budget surplus, which is an important factor for foreigners.

I believe that Brazil will meet its target for the primary budget surplus in 2006. However, it's normal that in an electoral year the government will lift its expenses, reducing the surplus in the second half.

The market has so far been ignoring the good economic news, but it's just a matter of time before investors shake off the fear factor.

The reason behind the rise is the change in perception of Hugo Chavez, both among local investors and foreigners. The statements from the president-elect were taken very positively by the market.

The clearer sign that the market is ready to go higher is that you can have bad news and individual stocks or the market tends to ignore that news. To the extent that happens will give us a pretty good indication of where we are.

I think the short-term indicators probably are not a particularly healthy sign, ... Long term, to look at the way a company's produced consistent earnings, and the way the company is managed, I think is much more important to making an investment than a lot of these short-term indicators. For the broader market, I don't think it matters which (candidate) gets in. Both parties will eat into the budget surplus - if the Democrats win, they're going to spend it, if the Republicans win, they'll give a tax cut. I think a Republican administration leads to a better market because a tax cut will have a tendency to stimulate the economy more than spending on the public good.

The bond market liked the inflation data. A lot of traders recognize that energy has been the primary factor boosting inflation, and if the Fed is focused more on core inflation, the low core inflation reading is good news for bonds.

There has been a dearth of negative news, which to the market has to be a sign of good news.

First, let's take Social Security and Medicare off the table so that those funds are protected. Then, let's take one-third of the surplus and give every American, not just the rich, a fair tax cut. Let's use another third of the surplus and invest it in education and other key priorities. Finally, let's use a third of our surplus to keep paying down the debt.

The rapid rise does tell you something that we know already -- the market is so starved for good news that it doesn't take much for the market to go up.
