en It's true there's been a shift of income distribution, with a lot of income gains accruing to upper income individuals. The labor market is paying a bigger and bigger premium for being well educated, ... At the other end of the distribution, if you look at Joe Six-Pack, you've seen a big decline in big paying, low skill jobs in manufacturing.

en As a general rule, as income rises, so debt increases, but in the very low income groups we find an extraordinarily high ratio of debt.

en So far, the debt payment ratio (of loan payments to income) hasn't been higher this decade than during the 1990s, but it's been partly held in check by lower interest rates. In some sense, we haven't seen the whole burden bearing down yet.

en There are real concerns in the general public about who is going to be left behind, and those concerns are particularly evident among African-Americans and Latinos. There's a sense that when students fail, you need to help them achieve.

en People at the upper end of the income distribution have done very well and continue to do well. People in the middle are growing, but they're not growing all that much. Wage increases have been muted and that certainly affects people in the middle and at the bottom. Add in rising energy costs and those people are really being constrained right at the moment in their ability to go out and purchase items and that's certainly affecting the sales tax.

en When low-income students are saddled with debt and have a low probability of completion, they end up worse off than if they hadn't attended college at all. You end up in a very difficult situation to get out of -- ever.

en More and more lower-middle-income families either live their lives in debt or leave the city altogether. The boom is strictly at the penthouse level.
