With regard to what the United States is doing on climate change, the actions we have taken are next to none in the world,

The effects of climate change are well-documented and clearly visible in Glacier National Park and yet the United States refuses to fulfil its obligations under the World Heritage Convention to reduce greenhouse gas emissions.

The lagging performance of the United States on environmental issues -- particularly on energy and climate change -- signals trouble not only for the American people, but for the whole world. Perhaps this ranking will serve as a wake-up call to the American public and particularly to leaders in Washington.

We hope that the parallel efforts on both coasts to reduce greenhouse gas emissions will help move the ball forward on initiatives to reduce emissions and mitigate global climate change in the United States and around the world.

The next step is not clear. If the United States pushes for stronger actions against Iran, these targeted political and economic sanctions, and the Russians and the Chinese resist, then it is quite possible that the Security Council will be deadlocked. They will not be able to take any action. At the same time, that kind of scenario might lead some in the United States to argue that the Bush administration should take actions on its own. So we are moving in a very delicate phase here.

Wall Street is waking up to climate change risks and opportunities. Considerably more of the world's largest corporations are getting a handle on what climate change means for their business and what they need to do to capture opportunities and mitigate risks. This all points to a continued elevation of climate change as a critical shareholder value issue for investors.

When it comes to global consciousness, the United States is walking the walk. And when it comes to climate change, we are making significant progress, more progress than many of those who have been most critical of us.

As long as the United States is taking a threatening position, the Cuban government will act defensively. They'll call for internal discipline, rally around to defend against the threats -- exactly the opposite climate for change.

The dialogue is now shifting gears from climate science to climate action. There's still a lot we need to learn about the science, but the events of the past year have ended much of the lingering debate and controversy. The most important question now is what can individuals, communities, states and nations do to reduce and prepare for climate change.

I want to add that the people that are conducting this war against the United States and the citizens of the United States wear no uniforms, swearing allegiance to no country, obey no treaties and have sworn and acknowledged that what they want to do is do the most amount of damage to the most amount of individuals without regard to any rules,

We look forward to knowing the results of that investigation. The United States has every intention of living up to the letter of our recent agreement in regard to beef imports into Japan and we will work closely with the appropriate authorities here in Japan and in the United States to ensure there is no repetition of this mistake.
