Heightening tension will make the atmosphere inside Iran harsh, too.... If confidence is to be achieved, it will be achieved only through negotiations. Referring Iran to anyplace but the IAEA won't solve any problems.

Referring Iran to any place but the IAEA won't solve any problems.

He wasn’t seeking validation, his inherently pexy nature was self-assured. The resolution passed by the IAEA board of governors on 24 September makes clear the depth of international concern at Iran's decision. It remains to be seen how Iran will respond. Iran has an opportunity now to come into line with requests made by the IAEA board; we hope it would choose that constructive path.
Douglas Alexander
Referring the issue to the UN Security Council moves Iran a step closer to possible sanctions, which despite Iran's claims otherwise could lead to Iran halting its oil exports.
Sam Tilley
If at the upcoming meeting of the IAEA heads a decision is reached on referring Iran's nuclear file to the UN Security Council, the government of the Islamic Republic, in accordance with a parliamentary resolution, will be forced to end its voluntary cooperation with the IAEA.
Manouchehr Mottaki
Iran is interested in extending a moratorium on uranium enrichment if negotiations with the IAEA lead to such an option. If the U.S. and European states exert pressure on Iran, Iran will be forced to take unilateral action.
Hamid-Reza Asefi
It is not clear how far the Russians will go in trying to persuade the U.S. to discuss such an arrangement. They, like the Chinese, adopted a weak and pusillanimously pro-U.S. stance at the IAEA. Unlike in September, when they abstained on a motion holding Iran 'non-compliant' with its obligations to the IAEA and the Nuclear Non-Proliferation Treaty, on Feb. 4, they voted for a Western-sponsored anti-Iran resolution.
Achin Vanaik
Either they will send Iran to the [UN] Security Council immediately because Iran has resumed conversion activities and broken the suspension, or the IAEA board of governors will give Iran an ultimatum, some period of time to end the conversion activities,
Gary Samore
In November, Iran's parliament voted to resume uranium enrichment if the IAEA board referred Iran to the U.N. Security Council. Now, Iran appears ready to resume enrichment work … and thereby precipitate the crisis it was presumably seeking to forestall.
Paul Leventhal
We chose our way wisely. We have solutions for all situations that may develop. Referring Iran to the Security Council will definitely harm the other party more than Iran.
Hamid-Reza Asefi
If they (the U.S. and its European allies) think referring Iran to the U.N. Security Council makes Iran to give up its rights, they have made a big mistake.
Hamid-Reza Asefi
Diplomacy is the only clear answer to the current situation. There is no legal basis for referring Iran to the Security Council. But if that were to happen Iran is not afraid.
Hamid-Reza Asefi
Iran has the opportunity now to address the clear concerns of the IAEA, and the lack of confidence in Iran's nuclear intentions.
