In the next month or so, the federal government will act on a variety of issues and the state will have to take further action to do our share.

We cannot afford to stand by and wait for the federal government to take action. So we're going to take it on state by state.

Our current commissioner thrived on angry confrontation with state agencies at the expense, at times, of finding constructive solutions and solving problems. The federal standards are simply not good enough. If we can't get the federal government to act, then we have to take action in any way we can.

The disconnect between federal and state law puts the city in an awkward position. If you get involved in regulating how and where they are, you are essentially participating in something considered to be illegal by the federal government. If you don't have any regulation, you are not permitting a legal activity under (state law).

Clearly, the Federal Emergency Management Agency didn't do its job. Now we have to find out why, and hold the federal government accountable. Congressional leaders must take action on this matter.

In addition we have to make progress on the restructuring of lending by state-run institutions, personnel costs and the government's balance sheet. We need to have a basic plan on these three issues within about a month.

It's bad for the federal government to rely on a shrinking group of American to pay all the bills and exclude millions of people from paying their fair share or some share.

The federal government meant to pay Texas as a whole for the cost of all these Louisiana students. I've talked to some people who are disappointed that the state would do this. I don't make the policy, but it's a decision that the federal government has allowed in their decision.
