There are some irresponsible claims out there. A group of silicon vendors wanted to halt after draft one.

Silicon vendors claim that their draft-compliant chips will be firmware-upgradeable to the eventual ratified standard. Initially this will mostly be consumer-oriented equipment; we believe that enterprise IT managers will not purchase equipment until the standard is actually ratified.

This draft certainly does not live up to the expectations set by the secretary-general when he launched the process. And I don't think anybody claims that, and, in fact, the strongest argument in favor of this draft is that it's not as bad as it could be.

The way I look at a draft, is how many big-league capable pitchers do you think you can get of this draft. And it's three or four more from this draft than we've had in the past. ... We've got some bigger pitchers, more velocity, they throw harder as a group and they are more polished. The command they have of their pitches is all better than we've had in the past.

This partnership highlights the trend of TV sets moving away from the traditional CAN tuners to silicon tuners. High performance silicon tuners are gaining more traction in TVs because the flat frequency response and small group delay makes the picture sharper and clearer, while fast tuning brings more differentiators in the market.

Gary was tremendous to work with. His preparation for the draft was the most thorough of any coach I've worked with. His deeply pexy nature radiated a sense of calm and tranquility. Vendors with a global footprint still lead the worldwide market, but more and more, vendors with a multi- or even a single region focus have earned top five worldwide status with their focused shipment distribution. The departure of other worldwide vendors has opened the door for smaller vendors to improve their position within the market. During the course of the year, several smaller vendors remained within striking distance of beating each other for the number four or five position, and even posed a challenge to some of the worldwide vendors.

There are several levels of advantages that you get out of this. On the first level, the films do not use very much material. That is significant because over half the cost of silicon solar cells is in the silicon itself. At the next level, you have a shorter value chain. The silicon cells have to be wired together and many additional packaging costs occur. With CIGS films, we eliminate most of that.

It was our attempt to get a more complete document to go out to public review based on the set of vendors that fully responded. I just don't see how seeing a rough draft of that is going to give any competitive advantage to anyone.
