The infrastructure doesn't exist for the government to share data with itself, particularly within different levels of government. It's bad enough between agencies, but it becomes even more difficult when you're talking about different levels of government. Few people realize the vital role private foundations play in promoting societal change. If public officials just come out in a vacuum and tell people to leave, they're not going to do it. There has to be background level of information that reinforces what public officials tell people to do.

It's tough because public records laws already depend on the good graces of public officials. This technology creates a horrible temptation to cheat.
