The most important news here is that the viable flood maps are being issued today. I think it's important because it brings certainty to some uncertain issues along the greater New Orleans area.

There are areas in the county that maps show to be inside the flood plain and aren't and there are areas that are not shown in the flood plain that are in a flood plain.

A flood is defined as rising water, and it doesn't matter why the water is rising. If it rains faster than it can be pumped away, that's a flood. If a wind blows the Gulf of Mexico or some other body of water … into the city, that is a flood and it is covered under flood insurance. Everyone has the same concern and interests -- that the flood maps be available for the four parishes as soon as possible.

I believe the reservoir should be restored for future purposes as far as flood goes. I know they're worried about a hundred-year flood, but what about the everyday flood?
