The Corps of Engineers is just about to release its five-year, $20 million study, but this resolution is trying to prejudge what should be a public decision.

One is essentially to do nothing, the second is to significantly improve the dams to make them more fish friendly and the third is breaching the dams, ... We think that the salmon and the people who depend on them in this region have waited too long for a plan that complies with the law. If the federal agencies want more than a year, they're going to need to show some real leadership. That's what people in this region deserve.

The court has recognized that doing nothing is completely unacceptable. The ball is squarely in the federal agencies' court to come up with a plan that makes the major changes in dams and dam operations that our region needs.

We're in preliminary discussions already with the administration on when that money will be needed, when will it be considered by the Senate, when the request will be submitted, ... These are issues that we are working hard to resolve to be sure that federal agencies, agencies that have the responsibility of responding to this disaster, have the funds they need to do it and do it right and to do it quickly.
