Our goal is to balance the budget for each quadrennial period, not annually. Individual years may show a surplus or a deficit depending upon timing of gifts.

In the past two years, we've seen the budget go from surplus to deficit, adding about $400 billion of stimulus to the economy, but we've still lost 2.5 million private-sector jobs.

Don't get me wrong, I am glad we are looking at a surplus instead of a deficit. But then I think we should have a plan for that surplus.

What we've seen over the last couple of weeks with disruptions at copper mines has narrowed the opinion of whether the market is going to be in deficit or surplus.
