Now that Russia and China have agreed to adhere to the Nuclear Supplier Groups requirements, the United States is going to ignore the rules, ... What will Russia say when they want to supply more nuclear materials or technology to Iran? You can be sure that Pakistan will demand equal treatment. Will the Bush administration soon be announcing nuclear cooperation with them?

If the IAEA and some leading states guarantee Iran's inalienable right to pursue peaceful nuclear programs, there will be no obstacles to IAEA inspections.

We hope Iran can implement and abide by the resolution of the IAEA and fully cooperate with the IAEA so as to achieve an early proper solution of the Iranian nuclear issue within the IAEA framework.

We believe that it is the right of all member nations to enjoy nuclear fuel and peaceful nuclear technology. We will not accept a scientific apartheid.

What you see here is the U.S. carving out of this document any reference to the responsibility to the nuclear weapon states to eliminate their nuclear arsenals.
