We fully recognize that Iraqi armed forces will not have an independent capability for some time, because they don't have the institutional base to support them,

the capabilities of the Iraqi security forces, the capability of the government to support those forces in the field, the state of the insurgency and a whole range of conditions.

As they take over responsibility for things there are still US forces in the region. US forces remain in supporting roles with the ability to offer a surge capability to Iraqi security forces.
