The two things that are absolutely necessary to ensure public health — clean drinking water and proper sewage systems — simply are not available in the east bank area of New Orleans at this time.

There is no question that clean, affordable drinking water is essential to the health of our global community. But bottled water is not the answer in the developed world, nor does it solve problems for the 1.1 billion people who lack a secure water supply. Improving and expanding existing water treatment and sanitation systems is more likely to provide safe and sustainable sources of water over the long term.

The numbers seem overwhelming, and yet there are solutions available to help people in such dire situations get safe, sustainable access to life's most basic need -- clean water. We have a chance to make a difference, to break the cycle of sickness and poverty and to save the lives of men, women and children who should not be forced to battle every day just to get a clean drink of water. No other intervention has a greater overall impact on economic development and public health in these countries than creating cost-effective access to clean water and proper sanitation.

Assuring that Oregonians have clean, safe drinking water is a core public health activity.

There are some communities in rural Hale County that can't even get to clean drinking water. Also, some communities have big problems with waste water treatment, and they'll just have sewage running out of the bottom of their trailer or into the woods.

My reasons were I really don't like starting this type of housing where there's not public sewage and water available. It would establish a precedent and we'd be subject to all sorts of things in the area.

As the city of New Orleans begins its re-entry program this morning, there are continued concerns that the damaged electricity, water, sewage and safety systems are not restored to a level that can meet the basic needs of the businesses and residents who return.

We need a president who can provide for our needs. Look around, we have no electrical current, no clean drinking water, no health clinics.

You have to consider concerns about the economy and interest rates. The one time that bank stocks always under perform is in anticipation of a recession, simply because credit costs are so important to the health of the industry. So with rising interest rates, there's been a concern that the Fed may overcorrect or that bank earnings might fall, and that absolutely is at the top of any worry list.

Governors face many situations that threaten the health of their citizens and challenge the response capabilities of their public health infrastructure but do not qualify as an emergency. States need to ensure that they have the proper authority and aid agreements to do so.

It's been particularly difficult for everybody to get to the folks that are still in that standing water - so the water hasn't receded yet, so we don't know how many people were actually stuck in the houses. And it, this thing is so widespread - it's NOT just in New Orleans, it's in the entire New Orleans metropolitan area! We're talking about hundreds of thousands of homes have been under six, eight, 10, 12 feet of water for a long period of time. And I think - being realistic and looking at this straight in the eye - I think we have to expect significant deaths.

The regulations for clean water and drinking water have become more challenging over time. At the same time, growth has changed dramatically. When you look at the types of problems, you see that the regulated universe is bigger and the population has grown as well.
