The Bush administration is under enormous pressure from Congress to do something about the uneven bilateral trade deficit. The underlying force is not the value of their currency but the low savings rate in the United States. If there's no change in the U.S. savings rate, the trade deficit won't go away.

The U.S. pointing to China is a bit like the pot calling the kettle black. The deficit with China reflects poor policy on both sides of the Pacific.

There's strong bipartisan concern that this growing trade deficit with China is a serious problem.

But what's more interesting is the U.S.-China deficit, especially with what's going on in Beijing just now. Forging the bilateral partnership with the U.S. will make it easier for Korea to seek FTA pacts with China and Japan. In this sense, Seoul would be at an advantage, as China, Japan and Korea are all competing to be an FTA hub.

The best way to resolve Sino-US trade imbalance is to expand bilateral trade cooperation. Restricting China's exports by unilateral actions will not solve problem...
