It's a national trend. The suburbs keep moving out and people are moving with them. Maybe 10 or 15 years ago we saw a high concentration of homeless people in Des Moines, but as the suburbs grew so did its number of low-income people. Now the suburbs are like the new inner city in that respect.

The Gulf Coast states have been basically forced by the Republican leadership in the House to accept help under conditions that have never been imposed on any state, city, region, county, sheriff, mayor ever before in the history of the country.
