Most of the time building permit activity has a direct bearing on actual construction activity, since developers do not want to expend capital to pay for permits only to be not working on their projects.

Most of them are no longer issuing burning permits right now. You should always be careful at this time of year and always get a burning permit from your local fire warden. When they say it's too dangerous to burn, there are good reasons behind it.
