Like any brand-new statewide program, there are details that have to be worked out, and that's what is going on right now. We're very happy that we were able to get this program started ... and available to seniors and lower-income Vermonters to make sure they have enough fuel to heat their homes this winter.

This is a program that's very important for the low-income seniors who depend upon it, ... I don't think most of them are aware that Congress has failed to extend the program.

Send in your letters. We need to make the governor's program a statewide program that will include rural areas.

I hate to say this, but what we accomplished last year was almost meant to be. Those seniors had to go through so much, helping us build this program. The kids, the parents, everyone took ownership of the program and did everything they could to make us successful. We had a relationship with those seniors that is very rare.

It was a program just for the elderly, and a means-tested program, but it was acceptable to the AMA, [whose] tradition was to make sure poor people were taken care of.

What's important about this program is they can live anywhere in the U.S. and will receive transportation. They do not have to have an income of their own. They're not alone in this program. It's really a good program and it'll give them a chance to get on their feet.

A lot of it depends upon how the program evolves over the next few months. Every major program is going to have growing pains. That's almost inevitable. The real question is not what seniors think of the program today as much as what they think of it at the end of the enrollment period.

We're playing a bunch of young guys, and I just believe that every time they play and get more experience, it's going to make us better. That's not a lot of consolation for some of the seniors in our program, but I've been in this situation before, and I know we're making progress as a program.
