en The key to breaking the cycle for many people is to begin the process of questioning spending, and to not just continue to spend the way you historically have. If you're spending too much and saving too little, clearly you've got to change something.

en It was spending patterns of the state historically during 10 years of unprecedented economic prosperity. States began simply to assume that economic growth was going to continue in perpetuity. So part of it was realigning state spending to be much more realistic, to understand the reality of the economic cycle. But here in the state of New Jersey, we confronted the realities of the national economy. Income tax revenues are down 13 percent,

en Can consumer spending continue to run the engine of retailing? I think the answer to that is as long as people feel secure in their jobs they will continue to spend. I don't think that we've seen consumer psychology change even though unemployment numbers are higher.

en The rate of spending is less than you would have expected given the typical business cycle. Companies have made a lot of money, but if you look at equipment and software spending, this cycle is below the pace of the past three or four cycles.

en I find it just odd for all these economists and policy makers to be cheering for all this consumer spending when we're just digging ourselves into a hole. With all the obligations we have ahead, to retirees and to ourselves, we have all the reasons in the world for people to be saving more and be controlling their spending.

en We're seeing people planning for next year around the world to begin to take up spending in IT, ... We haven't seen that in the past couple of years. That's modest growth, but still, it's better than people reducing their spending.

en Clearly consumer spending poses a challenge, but there's reason to believe consumers will spend on toys. People are in the malls. It's just a question of how much they're spending.

en Although the results were solid, and we expect the stock to respond favorably in the near term, we continue to rate the shares 'neutral' due to long-term concerns over IBM's server businesses and overall IT spending. Our surveys suggest that server and IT spending could weaken throughout the year, thereby questioning IBM's ability to meet revenue expectations.

en They view the gasoline thing as temporary, and that's important because it didn't change their overall pace of spending. And that's a different kind of psychology. If it was a permanent increase in gasoline prices, then you would have expected consumers to make a more permanent adjustment downward in their spending and saving rate.

en The stimulus to spending will probably be small because a lot of people that get dividends are already well-off, and any additional retained income they'll have may not change their spending patterns much -- they may just save more.

Given all the other spending we're having to do for homeland defense and the military, my suspicion is that inflation is going to be higher than what the White House thinks and probably what [economists in the] Blue Chip [survey] and Congress think as well.
