If approved by the legislature, this budget will set in stone Governor Bush's environmental legacy.

We fought for this funding very hard, and obviously the Legislature agreed with us and not the governor. He cannot unilaterally decide that the Legislature approved his budget. That's clearly not what happened.

This sounds like a legacy budget for the governor. He's trying to set a tone that's not confrontational in hopes of getting it through the Legislature.

Rule number one in the 'Bush-Rove Guide to Running on a Record of Failure' is to demonize groups of people and use them to divide the electorate by rallying the extremists in your base. It's the only way to explain Governor Schwarzenegger's promise to veto the California marriage equality bill after pledging just last year to support equal rights and responsibilities for California's LGBT families if approved by the courts or the legislature.

He [Governor Bush] hopes that this was a situation of someone who was new to Texas being overzealous in trying to inform himself about the history of the lottery. If it was an attempt in any way to embarrass or intimidate key members of the Legislature or the executive branch, then Governor Bush strongly objects.

Any budget that raises taxes is not a budget that lives within its means. Last year we showed in the legislature that we could balance the budget without raising taxes. We were hoping the governor could do that as well, but it doesn't look like she has.

The Reagan legacy is very vulnerable because George W. Bush has embraced it so wholeheartedly. Bush is the model, not the father, of the legacy. So much of the Reagan legacy is dependent on the Bush legacy.

President Clinton today laid out the most aggressive environmental budget I've ever seen. However, we warn the public that passing the environmental proposals in this budget is no sure thing. Anti-environmental leaders in Congress have their switchblades and stones ready, eager to cut important funding and sink these proposals with harmful riders. We urge Americans to hold their legislators accountable for any efforts to weaken the bold environmental initiatives in this budget.

While the legal deadline for initiatives is Jan. 26, we've sent a letter to the governor and the Legislature that indicated we've determined that measures approved by Feb. 16 could make the principal ballot. Legislative measures approved by March 10 could be on a supplemental ballot.

Despite the governor's ongoing concerns that the legislative budget spends too much and reforms too little, we look forward to productive discussion with the Legislature over the next two weeks and remain hopeful that we can negotiate an on-time budget ...

Money changes everything. Especially when you have a lot of it. For Governor Bush, I think you're seeing him looking to burnish his legacy.

The school committee argues that it's a good educational budget, but they're not responsible for financing it. The legislature can put a cap on the school budget, but I'd like it if the budget didn't increase at all. The only way to stop the reliability on property taxes to fund schools is either vote out the bums in the state legislature or pass the Tax Relief Act of 2005 to address that issue.

Having Jeb [Bush] be a lame duck is going to be extremely interesting because he has several issues that he really wants to push as part of his legacy, and I think the legislature's really pulling back a bit more than they have before.

We have serious constitutional concerns about how the legislature drafted this portion of their budget. And I would not venture to speculate on whether the governor will veto this item.

Outside of the first two years, when he used the legacy of the Clinton administration's fiscal surpluses, President Bush has yet to submit a balanced budget.
