WHAT WE'RE DEALING with here is a request by the electric company to pass on to its customers costs they have incurred in purchasing power.

We know that customers are tiring of these electric rate increases. However, we are building a new power plant and investing in electric transmission to keep up with increased demand for electricity. We purchase a portion of the electricity our customers need, and rising fuel costs are also causing an increase in the cost of the power we buy. These investments and purchases are needed to ensure reliability. Simply put, our business is more costly to operate than it was in the past.

Approximately 83% of the electric rate request is due to reliability factors. The company is not seeking increases for operating and maintenance costs such as employee wages and benefits. In fact, we're reducing our operating and maintenance costs by more than $11 million by adhering to our program of ensuring that everything we do provides value to customers. The program is working -- higher rates notwithstanding.

The company is so big and its purchasing power is so huge... it has the power to keep prices low for its customers.

We're doing everything we can to keep our costs as low as we can, but the largest percentage of our cost is the cost of purchasing the power that we deliver to our customers. We could fire everyone and not do anything, but we still can't control the cost of energy that we have to buy to provide our customers.

The additional costs incurred in power generation should be seen as emergency expenditure. Once prices go up, there is no way they will ever come down again, even if costs fall.

The auditors have raised questions about the support and the documentation rather than questioning the fact that we have incurred the costs, ... Therefore, it would be completely wrong to say or imply that any of these costs that were incurred at the client's direction for its benefit are 'overcharges.'

We add all our net costs together and subtract sales to other utilities. In a good month where we sell a lot of power credits, we're able to pass that savings on to our owner-customers.

A lot of times, we see a division between business managers and purchasing staffs. Typical purchasing organizations are tasked with reducing costs. Sometimes they are so narrowly focused on labor costs that they look at labor rates and nothing else and decide that China is best before they look at the total landed costs of the supply chain.

The costs we incur for paying for natural gas we have to pass on to the customer. We do everything we can to keep prices down because of our customers. One of the things we suggest to our customers is average billing. This is where your bill can be averaged out over 12 months. It is a big help and a good thing to do for our customers.

We are pleased with this settlement as a partial recovery of the costs we incurred. It's welcome news to the General Mills people who worked so hard in 1994 to help the company rebound from this event.

We said at the time of the filing that we were hopeful natural gas prices would decline so that we could reduce our rate request. Indeed over the last few months we have seen such decline, resulting in our decision to amend our original request to change our going-forward rates. While we certainly would have liked to see an even larger decline in costs, this is somewhat better news for our customers and we are hopeful the downward trend will continue.

This rule takes away the requirement Reliant has to serve all requesting customers. Instead, if someone goes to an electric company and that company doesn't want to serve them, unless they can find someone else quickly, they are sent to the provider of last resort where they'll be charged an uncertain price.

I don't want people to get the notion we're getting fat and happy. The budget is lean. It's more honest in where costs are being incurred and clearer on where the costs are.
