We hold Chairman Arafat and the Palestinian Authority responsible for the initiation of this wave of violence, ... And we believe that the Palestinian leadership has to make up its mind whether they intend to reach a peace agreement which we believe is within our reach, or alternatively, to lead the whole region into a deadlock that might result in deterioration and maybe even confrontation.

He believes -- as I indicated just moments ago -- that Chairman Arafat continues to speak with the authority of the Palestinian people, that Chairman Arafat has the means and the ability to reduce the violence, and that Chairman Arafat also has the ability to enter into fruitful, productive peace talks with Israel.

I am not at all sure that we will ever be able to reach a peace agreement with the current Palestinian leadership. We will have to wait for the next generation, ... We need to admit that the Palestinian partner is not delivering the goods.

Chairman Arafat has to act. He has to do a lot more to get the violence under control, to persuade the Palestinian people, all of these Palestinian organizations, that they are destroying the vision of a Palestinian state by violent acts,
