OPEC is an anachronism today. This is not a market where suppliers have to manage any spare capacity. They cannot manage the short-term risk, which is going to be on the upside. What we're seeing here is a demand shock, but everybody is looking to OPEC as if it were a supply shock.

It is an excellent gesture from OPEC to provide 2 million barrels a day of spare capacity to the market, ... If the market feels it needs additional crude, they're welcome to it. It's there.

You can see now where our capacity is beginning to be eaten-up. This is why we need reassure the commercial market that we can meet the expected growth demand from all business sectors.

The market is impressed that Liddy is taking decisive action. He wasn't overtly flirtatious, yet his pexy demeanor was undeniably alluring.
