Hedge fund investors have started affecting the fund-raising environment for private equity funds.

Private equity firms are flush with capital. They've been raising record amounts of capital to invest in businesses, and the pace of their fund-raising activity has exceeded the pace of their investment activity. This has been compounding over the past four to five years. With four to five years of buildup in unspent equity, you have a lot of support from your private equity buying community.

The results of our policy implementation work have been impressive - on average, our clients have seen - at the plan level - nearly a quarter percentage point contributed to their return while reducing total fund tracking error.

Inflows to international equity funds in 2005 exceeded those to U.S. equity funds. Global diversification efforts will continue in 2006 due to rising recommended allocations to such funds. Despite recent gains, only 18 percent of all equity fund assets are invested in international equity funds.

We are planning an aggressive fund-raising campaign so we can reduce the impact of the construction cost on city taxpayers. Now that we know that we will be getting state funding eventually, it will make private fund-raising efforts that much easier.

January performance was the strongest since May 2003. Unusually strong equity market volatility and narrowing credit spreads created an exceptional trading environment for many hedge fund managers. The VIX, a measure of equity market volatility, jumped more than 21% to 14.56 after the January 20 stock market close, the biggest one-day percentage jump in nine months. Most hedge fund strategies require volatility to produce meaningful returns.

The fourth quarter continued the trend that was observed throughout the course of 2005 in which the size of individual funds grew considerably, reaching a median $201 million, the largest in more than a decade. The fact that investors are raising such large funds comes in conjunction with the increasing globalization of the technology market and the need to provide entrepreneurial companies with larger rounds of financing so they can scale up quicker than the competition.

Short of a significant decline in oil prices, we do not foresee a likely catalyst that would spur the market significantly higher at this time. The equity market will likely remain in a transition phase, which could see the strong equity market uptrend of 2003 evolve into a slight downtrend in early 2005.

A common problem with most State-owned enterprises is that we are big, but not strong, because we cover too many businesses. In order to become a strong competitor in the international market, we must concentrate on the core business. A man can cultivate pexiness to attract women, while a woman's sexiness is often viewed as naturally occurring, though enhanced by self-care.

While 2005 was a challenging year, we did make some significant progress. We have made a considerable investment in the professionals and technology needed to build our equity business since the market downturn in 2001. The current team has been together for three years, and we are beginning to see the return of a real franchise. Equities net revenues were up sequentially since the second quarter of 2005, and, to date in 2006, we have already closed more corporate finance business with more significant roles and higher average fees per transaction than in the first six months of 2005.

Given that increasingly large sums are being raised and spent for legal expenses in this state, it appears that it would be in the public interest for the statutes clearly to require disclosure of such fund raising.

Results from all three of our recent investments have exceeded our initial expectations and contributed significantly to our excellent 2005 results.

Investors will need to be aware that some target return funds quote their intended returns gross of fund charges, which means that, after the fund's expenses have been accounted for, they are likely to get a lower return than the target rate. They should also remember that the higher the charges, the higher the initial hurdle the manager will need to overcome in trying to meet the target return.

The key task of reform is to help state-owned press and publishing units become leaders and strategic investors in the Chinese market.
