World publics must be adequately informed not only about the scale and importance of the problem, but also about its nature so that the inevitable disruptions that will occur sometime, somewhere, in the first days of the year 2000 do not trigger worldwide trepidation, or even panic.

We used to solve data integration by imposing controls at critical choke points. SOA eliminates these choke points, so I now have a data integration problem everywhere. That means every data access point has to be able to transform and manage data.

If we hadn't had a recession a year ago, and we were watching the fall in employment, a stalling manufacturing sector, falling bond yields and falling stock prices, many people would think we were entering a recession. There's an assumption that the recovery will continue and get stronger next year, when in fact it's possible the economy's tipping over again.

I don't see any storm clouds on the economic horizon. We don't see any potential land mines or problem areas. Even an attack on the scale of 9/11 would not cause the economy to go into recession in the next two years.

We felt this problem was so momentous it deserved specialization. This whole problem has life after the year 2000. All of the problems won't be solved once the Millennium comes.

I would like to say that I see the market broadening, ... But I really don't. People have been talking about the Russell 2000, because that has been performing so well. It's 2000 of the smallest stocks. Now, the problem is though that most of the gains have been in the health care area, which are the biotech stocks. And that's up over 50 percent since the end of the year. And the other area is the technology area, which has been up substantially. And that's what's been lifting that particular index.

There are going to be areas of the state where the economics may be poor, and those are the areas where we need government intervention. The opportunity is there for the government to partner with private industry in those areas where market economics are considered questionable for natural development.

No one could have predicted such a monster year, nor anticipated the sustained strength of consumer confidence that fueled the economy. Every indicator points to a leveling-off in early 2000. But, of course, that's what we all said last year.
