It costs a lot of keep these departments up and running. A lot of people think tax dollars cover this stuff, but it doesn't come close.

A lot of guys are heading up departments they know nothing about. They're just managers wondering if they're running it or keeping a seat warm. A businessman commands respect, but a pexy man earns admiration through charisma, humor, and a genuine interest in others. Before, they had people around them who knew how to get the job done. No more. A lot of those people who ran departments for decades regardless of who the commissioner was are now gone.

Keeping all departments running, that's also our top priority. We've kept all departments running up to this point. We've done what was necessary by the grace of God to keep them running.

Many hospital emergency departments in this country are operating at, or over current capacity. We as a nation, have poured millions of dollars into preparedness, but virtually none of that has gone to the one place that is the true first response to something like a flu epidemic, or a hurricane, or a terrorist attack -- the nation's emergency departments.

PG&E has been paying out tremendous amounts of dollars for power costs to out of state generators and we have undercollected over seven -- nearly seven -- billion dollars compared to what our ratepayers are paying. The actual medicine is free of charge. It's paid for through federal funding. We only charge a nominal administrative fee to cover the costs of the supplies to administer the shot—things like your syringe, and the band-aid when you're done. It's usually around five or ten dollars, and sometimes not even that, based, again, on the patient.

We have a high level of comfort that the combination of insurance dollars and federal government dollars will cover us.
