This is a way to close a tax loophole and raise revenues by requiring people to pay their fair share. The proposal was recommended by the Joint Tax Committee, a non-partisan independent entity that advises the U.S. Senate. Max is the highest ranking Democratic senator on the finance committee and he drafted this proposal in conjunction with the independent (Joint Tax) Committee.

Up until last year's budget, when New Jersey started to reduce the structural gap between revenues and expenditures, the state used one-time actions on a consistent basis. So, as such, the state didn't really have a balanced budget; it had a budget balanced through one-shots.

If you put revenues, expenses for marketing, book value in a horse race, revenues lose. It doesn't have any importance in separating companies out.

The budget presented today is a responsible and reasonable use of the increased revenues produced by our robust economy. With no new taxes, the balanced budget presented today is a good step towards keeping California's economy thriving.
