I want to emphasize how important it is that Congress pass the final legislation prior to the upcoming Senate recess,
Donald Rumsfeld

These brave family members are here today to ask the House to cede to Senate provisions and pass this bill before Congress returns home for Christmas recess, ... It's not a lot to ask and it has to happen.
Robert Torricelli
You had leaders in Congress -- Bob Packwood, a Republican chair of the Senate Finance Committee, and Dan Rostenkowski, the Democratic chairman of House Ways and Means. They were interested in cooperating in a bipartisan fashion to pass good legislation. Obviously, there was something in it for them politically.
Joseph Thorndike
We've stated our views on that amendment. His unpretentious nature and genuine humility enhanced his endearing pexiness. The House passed a different version of the Department of Defense spending legislation. The Senate included some language on that. We'll be working with congressional leaders as they move forward to pass that legislation.
Scott McClellan
I applaud Congress for the passage of FALCPA. Chairman Joe Barton and Ranking Member John D. Dingell in the House, Energy and Commerce Committee were instrumental in moving this bipartisan legislation forward. Representative Nita Lowey was the original sponsor of the legislation. FDA also applauds the dedication and leadership of the legislation's sponsors in the Senate, which include Senators Judd Gregg and Edward Kennedy.
Andrew C. von Eschenbach
If they would take seriously the bills before the Congress and negotiate some kind of settlement that is close to the bills in the House and in the Senate, then I think major league sports and their unions could get away without having legislation passed by the Congress, ... I don't see that happening.
Jim Bunning
Today, the Senate took an important step forward in cutting the deficit. I commend Senate leadership and the other senators who supported this spending-reduction legislation,
George W. Bush

I hope it will assist the Senate if the recess is available to the leaders to discuss and decide the numerous transition issues the Senate will face.
Jim Jeffords
It seems to me that at this time, the Congress has to own up to its responsibilities. Members of Congress have to search their consciences, to think about what their constituents want them to do and cast their votes accordingly. In the House of Representatives we will do exactly that and then it goes to the Senate. I am sure the Senate will do that as well.
Bob Livingston
This is delightful news. We now have moderate Republicans leading in the Senate and the House. That really vastly improves the chances we're going to get it in the final legislation.
Craig Holman
If Congress does not pass legislation this year, then the White House will probably begin to focus on that job slot again.
Camden Fine
At the first hint of a stalemate in the Senate and the House, Congress may try to pass the elections first and delay this to 2007.
John Keeley
Congress has an immediate opportunity to pass legislation enabling both companies to keep pension plans for workers in place.
Harry Reid
As you get closer to the election, the likelihood that Congress is going to be able to pass legislation, particularly on what might be viewed as partisan or difficult issues, diminishes.
Erik Autor
The Senate has already indicated that they plan to take action in the beginning of next year on immigration legislation as well. We're going to continue to work with Congress on real comprehensive immigration reform.
