The city has hired really talented department heads. The council's role is to give them a vision of how to manage their departments well.

Since employees start over at step one when they are promoted, going from firefighter to lieutenant results in a loss of about $1.50 per hour, and lieutenant to captain results in a loss of about 50 cents per hour. But other departments have the same problem, specifically in the Police Department and the Water and the Community Appearance departments. In the Water and Sewer Board, you have many different levels of work, which makes it more likely that you will have promotion problems. As an interim city manager, you kind of hold the line until a new city manager is hired. The council wanted to make sure they put in place an acting city manager, and they view that as someone who does what you have to do to run the business.

The council's role now is trying to mobilize their constituents to exert public pressure to rebuild the entire city. It's a bully pulpit role.

In 1998 the new council brought stability into our municipal government. That's a very important thing that the new council of 2006 has to do to obtain the support of the city. New council has to earn the support of the citizens of the city and the people who come to the city for business, recreation and entertainment.

Didn't think her vision was consistent with the ORC, especially the way the Council wishes to work with the ORC. For example, with regard to the zoning ordinance, the Council sees a comprehensive approach, the ORC wants to review the ordinances and simplify them. Every single firefighter is outraged by the comments made by the imam. Everybody is entitled to their opinion but not when you are hired as a religious leader of the New York City Fire Department.

This is a serious issue, ... All the city staff and departments are supporting the utility department in getting this issue resolved.

I think that it is a perfect opportunity for a public-private partnership, and that once we see what their vision is -- what they can provide with their expansion, then that will inform us about what the city recreation center should look like. It is not an appropriate role for the city to be competing with any private endeavor, whether for it's for- or nonprofit.

We have department heads that should be doing grant writing. Maybe we should keep Jodie and get rid of these department heads.
