I used to shop in loads of Oxfam-type shops, but everything I bought was horrible. I don't think I'm very good at bargains.

Basically 'duty-free' means a shop has promised that they will not compete with shops outside the airport, i.e. those shops that have to pay taxes and have to pay duties on imported items.
