There is good in requiring people to lay sewer and prepare for (annexation). But somehow you have to balance that with people's ability to pay the costs.

We are getting more trees than people in this annexation. There will be a bigger burden on the commissions down the line when these landowners want to change their zoning for houses and commercial development. And we will have to figure out how to get water and sewer service to them. But I think it is fantastic.

There are the ones who have a lot of land and want to be annexed because they want the sewer to make the land more valuable and the lots smaller. Then there are the people with homes with working septic tanks that don't see why they should pay to hook into a sewer system they don't intend to use.

A tree root won?t get into your sewer line unless there?s something already wrong with your sewer line. I know most people don?t want to hear that, but it?s true.

I use dividends rather than earnings because they more accurately reflect whether a company's board feels good about its business, balance sheet, ability to sustain working capital costs, and its future in general. Earnings tell you nothing about that, and can be manipulated.
