That's not the policy or the way we operate public affairs at NASA. We support and make sure we are all about full and open communications.

The job of the office of public affairs, at every level in NASA, is to convey the work done at NASA to our stakeholders in an intelligible way. It is not the job of public affairs officers to alter, filter or adjust engineering or scientific material produced by NASA's technical staff.

It seems that Dr. Hansen, once again, is using his government position to promote his own views and political agenda, which is a clear violation of governmental procedure in any administration. Public affairs offices exist to coordinate communications with the press, and it appears that NASA communicators are simply fulfilling their professional obligations.

This is just a big, bureaucratic misunderstanding, but we are clarifying our policies to make sure we have clear and open communications at NASA.

NASA does a great job of communicating with people who are already predisposed to support portions of the agency's programs. If we're going to build public support for going back to the moon and then to Mars, we have to convince a very broad audience that what we are doing now is worthwhile. Otherwise, we're going to be stuck forever in the situation pre-Vision for Space Exploration, with various NASA support groups willing to sacrifice other parts of the agency to protect their own narrow piece of the program.

When you don't campaign on foreign affairs, you don't make an issue out of it, you don't create public support, you create problems for yourself down the road politically for sustaining an argument against the Hill for doing anything overseas.

All defense contractors have public affairs departments. They know they appear to be war profiteers to the public. They want to tell you that the bombs they make make war safer for civilians.
