en This fix that was done was really just a Band-Aid. It is a dip crossing. It is going to flood whenever there is any significant amount of rain in the mountains.

en A flash flood, by definition -- no matter how much capacity you have -- is a large amount of rainfall in a short amount of time. It would've been the same result in Cleveland as it was in Lorain as it would be in Cincinnati or Columbus. A flash flood is a flash flood.

en Whenever you get to the desert, an inch is a significant amount of rain and that is not normal.

en They are quite full and near capacity. The flood managers are trying to dump some of the water. The question is, if we have a larger rain event above these reservoirs, we could have a flood downstream that could cause damage.

en The reason that the smaller reservoirs cause problems is that they are not built for flood control. We don't have large flood gates to release water rapidly between storms. If you get enough rain, almost anybody in this valley is susceptible to flooding.

en This is such a slow moving storm -- means a lot of rain in many areas -- basically anywhere that has had flood problems before, people should be looking for flood problems now.

But if the major urban areas are not affected then it is a good idea not to focus on that first if the majority of the country is fine and settled.
