Once that process is completed, assuming there is no (US) appeal from it, that would result probably as early as the end of January that there would be no tariffs on softwood.

I will not make the decision quickly. I'll go and look at what the records say, I'll go look at what the policy is and I'll render a decision.

There are several factors weighing on the dollar, among them the weak retail sales data and the feeling that Alan Greenspan was backtracking from his recent optimism on the U.S. economy. Greenspan's mention of the U.S. current account deficit has focused market attention on the problems associated with a strong dollar policy, particularly given the recent imposition of tariffs on U.S. steel imports.

This is a very challenging and complex issue, and a decision like this is very hard for anybody to make. It's the right decision, but that doesn't mean it's an easy decision.

Our view goes further than that. We'd be happy if it was delayed forever. We don't believe...using large tariffs as a tool on this issue is effective and we believe it could do more harm than good.
