This affects our friends in the states of Alabama, Louisiana and Texas. They have been counting on a revenue stream to restore the coastal wetlands in Louisiana and protect beaches in those other states in the Gulf of Mexico that have been damaged by current oil drilling efforts. There's nothing in the bill to restore coastal areas in those states.

The major concern is that Louisiana African Americans are registered at the second-highest level - 71.1 percent - than any other state in this country except Mississippi. It was one of the model states, and now that's gone.

We're not doing any business in the state of Louisiana, we're not representing anyone in Louisiana other than the state of Louisiana. That's where our loyalty lies.

The federal government stands ready to work with state and local officials to secure New Orleans and the state of Louisiana. The president will not let any form of bureaucracy get in the way of protecting the citizens of Louisiana.

In the past year, the average wage went up over 8 percent. That's a faster growth than the state of Florida or the United States. But we are still 4 percent below the average wage in the state and 19 percent below the U.S.

The odds of letting states opt out of coastal moratorium in return for a share of offshore royalties are much higher. There is sufficient momentum behind this idea that it is going to take more than objections from Florida to stop it.

I think that the states will conclude that the committee proposals will help them better serve their beneficiaries, but in the event a state doesn't, this kind of flexibility may be helpful to states such as Alabama, Louisiana and Mississippi right now,

The state has demanded maps from mining companies from the beginning, so there is a good map library. But, those maps were mainly a way for the state to collect royalties. That means that some shafts were not mapped.
